Building on Recovery Act provisions implemented earlier this year, the U.S. Small Business Administration announced today it can now provide surety bond guarantees on federal contracts valued at up to $10 million, if the contracting officer certifies that the guarantee is in the best interests of the government. An Interim Final Rule is available for public inspection at The Federal Register.Currently, under a related provision of the Recovery Act that was implemented in March, SBA can provide bond guarantees up to $5 million through September 2010 on all public and private contracts and subcontracts. SBA partners with the surety industry to help small businesses that would otherwise be unable to obtain bonding in the traditional commercial marketplace. Under the partnership, SBA provides a guarantee to the participating surety company of between 70 and 90 percent of the bond amount. Raising the surety bond limit is a critical step in making sure small businesses in the construction and service sector have access to federal contracting opportunities that will help drive economic recovery, SBA Administrator Karen Mills said. These changes support small and emerging businesses nationwide, particularly construction contractors who have seen their markets hurt by a poor economy and lagging construction.Additional program enhancements published in the rule include:a new small business size standard for this program;authorization for SBA to exercise discretion in deciding bond liability issues; and,a definition of Order issued under an Indefinite Delivery Contract.The new size standard (which will be in effect until Sept. 30, 2010) temporarily replaces the current size standard for the surety bond guarantee program. It states that a business is small if the business, combined with its affiliates, does not exceed the size standard designated for the primary industry of the business combined with its affiliates. BUCKSPORT — It was a tale of two different games between the Bucksport and Searsport boys’ and girls’ basketball teams Friday.In front of a packed house at Ralph Jewett Gymnasium, Bucksport had to settle for a split on the season’s opening night. The girls’ team used a strong defensive performance to top Searsport 48-25, but the boys’ team saw a late lead slip away in a 38-37 loss.Girls’ team strong on defense in victoryDon Allen will be the first to say his team prides itself on defense, and the Bucksport girls showed it in the team’s season-opening win.This is placeholder textThis is placeholder textSearsport kept the game close in the first half, but that didn’t hold true for long. Just as Bucksport did in its preseason win over Ellsworth earlier this month, the Golden Bucks turned a slight halftime advantage into an even bigger lead in the third quarter by keeping the visiting Vikings away from the basket.“I always say to them, ‘If you play good defense, you’re going to be able to compete in any game against anybody,’” said Allen, the team’s head coach. “We were a little jittery and nervous on that end to start the game, but after I got them to calm down a bit, we played very well.”The Vikings, which trailed 21-16 at the half, scored just seven points in third quarter and two points in the fourth. Bucksport (1-0) only allowed one Searsport player to make more than two field goals.Bucksport senior Bree Coombs’ performance in the second half was essential to the team’s win. Coombs scored 12 points in the third quarter to help the Golden Bucks pull away and also forced Searsport into committing several turnovers.“She’s going to be key for us this year,” Allen said. “We play her everywhere, and she’s a natural leader who can get in there and play well at all five positions.”Coombs led Bucksport with 19 points overall and was the only player for either team to make a 3-pointer, which she did three times. Zoe Erickson added 12 points for the Golden Bucks, and Cassie Coombs scored nine.Bucksport’s home game against Sumner, which was scheduled for Monday, was postponed because of weather conditions. No makeup date has been announced yet. The team’s next game will be on the road against the John Bapst Crusaders (2-0) at 7 p.m. Thursday, Dec. 15.Boys come up just short in tight gameA late turn of events gave Searsport a close victory over the Bucksport boys in the doubleheader’s closing game.The game was close the entire way and was tied at 30 going into the fourth quarter. After a basket that appeared to have put Bucksport in excellent position to win with time winding down was waved off, Searsport scored the final four points of the game to beat the Golden Bucks 38-37.With 44.7 seconds left to play, the Golden Bucks sent the crowd wild when the team made a layup that would have put the team up five points. Yet the referee waved off the basket because of a travel and also called a technical foul on a Bucksport player who complained about the call.Searsport was awarded two free throws and the ball as a result of the technical, and the Vikings took full advantage. After Barrett Grant made both free throws to cut the lead to two points, the visitors drove to the hoop for another basket to take the lead. Bucksport was unable to score on the ensuing possession, and Searsport came away with an unlikely win to open the 2016-17 season.Tanner Stegner led Bucksport with 11 points, seven of which came in the fourth quarter. Chase Carmichael scored eight points, Jakob Donnell added six and Tyson Gray had five. Searsport got 12 points each from Liam MacMillan and Barrett Grant.Bucksport (1-1) also beat Sumner 59-52 on Tuesday.
